Twoliter now handles OCI fetching internally -- there is no need for builders to consider the OCI toolchain.

Description of changes:
Twoliter now handles OCI fetching internally -- there is no need for builders to consider the OCI toolchain. This change aligns with the same update being made in bottlerocket-core-kit (see bottlerocket-os/bottlerocket-core-kit#615).
